Geary 0.12.0 works fine with vala-0.36 (tested on 10.3/amd64)

Some issues were fixed in the Makefile:

- LICENSE block
- Switch to USES=localbase
- s/-DISO_CODE_3166/-DISO_CODE_3166_XML
- Drop unneeded patch
- Cosmetic fixes
